霍尔木兹海峡方面，伊朗拒绝接受美方提出的「共同管控」方案，坚持保留对霍尔木兹海峡的控制权，并称有权向过往船只收取「通行费」。伊方表示，只有在双方达成最终和平协议后，才会考虑海峡开放的相关安排。美方则持相反立场，美国总统特朗普 10 日表示，霍尔木兹海峡是国际水域，无论「有无伊朗的合作」，海峡都将「很快」开放，他不会允许伊朗收取通行费。

核问题方面，美方要求伊朗交出其全部接近武器级的浓缩铀库存，这批库存约重 900 磅。伊朗就此提出反提案，但双方未能达成妥协。此外，美方还要求伊朗不仅当前不发展核武器，更需长期承诺不获取相关能力与技术。美方表示目前「尚未看到伊朗方面的明确意愿」。

冻结资产方面，伊朗要求美国赔偿六周空袭造成的损失，并解冻其位于伊拉克、卢森堡、巴林、日本、土耳其及德国等地约 270 亿美元的石油收入，用于战后重建。美方拒绝了上述要求。
