韩法央行联手研讨数字资产:稳定币监管加速,全球规则重塑进行时

Gate News 消息,Bank of Korea 与 Banque de France 近期在韩国联合举办为期两天的数字资产与气候议题研讨会,围绕央行数字货币(CBDC)、支付体系、宏观风险及政策工具展开深入交流。该会议为双方自2024年启动的长期学术合作项目的一部分,显示主要经济体正加快在数字金融领域的协同研究。

会议重点之一是稳定币对金融体系的冲击。数据显示,全球稳定币市值已升至约3110亿美元,较五年前增长逾6倍,2025年交易规模更突破34万亿美元,凸显其在跨境支付与机构结算中的关键地位。

监管层面,韩国已明确提出,锚定韩元的稳定币必须由持牌银行发行,以避免资本外流及削弱货币政策传导,相关立法预计将于2026年中期推进。法国方面则已将数字资产界定为可转让无形资产,并要求稳定币发行方在2026年6月30日前完成欧盟MiCA框架下的全面合规。

与此同时,美国《GENIUS法案》的落地,为稳定币发行与储备管理建立统一框架,正在推动全球监管趋同。多国正借鉴类似模式,试图在金融创新与风险控制之间取得平衡。

在全球流动性格局变化与数字资产快速扩张背景下,央行角色正被重新定义。跨国政策协同与监管标准统一,或成为下一阶段数字金融体系演进的关键变量。
