该提案与美国此前推出的《GENIUS法案》形成协同。后者允许符合标准的州级监管体系与联邦框架并行运作，从而为稳定币发行提供合规路径。特拉华州在法案中明确提出，将构建“具有竞争力且符合联邦标准”的监管体系，以吸引稳定币项目落地。
