Hangzhou phases out and replaces old diesel trucks to promote clean transportation

The Hangzhou Municipal Government’s “Hangzhou Three-Year Action Plan (2026–2028) for Advancing the Elimination and Replacement of Old Diesel Freight Trucks, Promoting Pollution Reduction and Carbon Emissions Reduction Reforms,” states that by 2028, the city will strive to phase out 550,000 old diesel freight trucks, add 370,000 new energy freight trucks, and ensure that within the closed-off area of the ring expressway, transportation and logistics basically achieve clean transport. The plan takes effect on April 5, 2026. Under the plan, Hangzhou will advance the targets in two phases: by 2026, it will strive to phase out 250,000 old diesel freight trucks and add 160,000 new energy freight trucks; by 2028, while further expanding the total elimination and the increase in new energy, it will achieve a 1 microgram decrease in PM2.5 concentration, reduce carbon dioxide emissions by more than 1 million tons, open multiple green and low-carbon transportation routes outside the ring expressway, and ensure that bulk cargo basically achieves clean transport.
