The Fourth Session of the 14th National People’s Congress opened at 9 a.m. on the morning of the 5th at the Great Hall of the People. The session heard a report on government work from Premier Li Qiang, examined the draft outline of the 15th Five-Year Plan for National Economic and Social Development, reviewed the report on the implementation of the 2025 national economic and social development plan and the draft of the 2026 plan, examined the report on the implementation of the 2025 central and local budgets and the draft of the 2026 budgets, and listened to Vice Chairman Li Hongzhong of the Standing Committee of the National People’s Congress explain the draft of the People’s Republic of China Ecological Environment Code, the draft of the People’s Republic of China Law on Promoting Ethnic Unity and Progress, and the draft of the People’s Republic of China National Development Planning Law. In the afternoon, all delegations held plenary meetings to review the government work report.

On the morning of the 5th, members of the 14th National Committee of the Chinese People’s Political Consultative Conference attended the opening of the Fourth Session of the 14th National People’s Congress, listening to the government work report, explanations of the draft of the People’s Republic of China Ecological Environment Code, the draft of the People’s Republic of China Law on Promoting Ethnic Unity and Progress, and the draft of the People’s Republic of China National Development Planning Law. In the afternoon, the 14th CPPCC session held group meetings to review the work report of the Standing Committee and the proposal work.

China Central Radio and Television will broadcast live the government work report delivered by Li Qiang at the opening of the Fourth Session of the 14th National People’s Congress; Xinhua News Agency will provide online text and image coverage of the opening.
