China Securities Journal, February 14 (Reporter Zhou Xiaoya) — On the last trading day before the holiday, several fund managers announced senior management changes simultaneously.

First, BOCOM Fund announced that since February 12, Wang Deying has stepped down from his roles as Deputy General Manager and Chief Information Officer, and has been reassigned as Chief Technology Expert. Chairman Zhang Dong has temporarily taken over the role of Chief Information Officer.

Second, Pudong Development Bank Ansheng Fund also appointed Huang Junlin as Chief Information Officer, effective February 12.

Third, East Money Fund appointed a new Inspector General, Ni Yongbiao, who previously served as Assistant General Manager, transferred to the Inspector General position on February 13.

Fourth, there are also new developments in the investment research line. Well-known fund manager Fu Youxing has resigned from his position as Vice General Manager of GF Fund since February 13.

In less than two months into the new year, a total of 18 public fund management companies have experienced senior management changes, involving over 30 individuals.

BOCOM Fund’s Chief Information Officer Transferred to Chief Technology Expert

Regarding Wang Deying’s departure from his roles as Chief Information Officer and Deputy General Manager, BOCOM Fund’s announcement cited organizational adjustments as the reason. The new role of Chief Technology Expert is rarely seen in the public fund industry.

Wind data shows that prior to his departure, Wang Deying had been with BOCOM Fund for over 25 years, and served as Deputy General Manager for more than 18 years. Public records indicate that since 1995, Wang has held positions including Development Manager at Beijing Tsinghua Computer Company, and Chief Engineer at Tsinghua Unigroup’s CAD and Information Business Unit.

After joining BOCOM Fund in 2000, he served as Deputy Manager of the Administrative Management Department, Deputy Manager of the Computer Department, and General Manager of the Information Technology Department. Wind data shows he has been Deputy General Manager since 2007. Public announcements previously indicated that during his tenure as Deputy General Manager and Chief Information Officer, he was responsible for IT, index and quantitative investment, pension funds, among other areas. He also served as Chairman of BOCOM Wealth Fund Sales and BOCOM Capital.

Following his departure, the position of Chief Information Officer at BOCOM Fund is temporarily vacant, with Chairman Zhang Dong acting in the role. Currently, BOCOM Wealth Fund Sales’ official website lists Du Songling as Chairman; BOCOM Capital’s website does not disclose the Chairman’s information.

In fact, prior to this announcement, market rumors had circulated about Wang Deying being demoted. The rumors suggested that the demotion might be related to regulatory penalties. However, a BOCOM Fund staff member responded to media inquiries, stating that the rumors of Wang Deying’s demotion are false.

Before this personnel change, BOCOM Fund had experienced leadership changes since October last year, including the appointment of a new Chairman and General Manager. In October, former General Manager Zhang Dong was promoted to Chairman, while the previous Chairman, Jiang Xiangyang, resigned due to work arrangements. One month later, Party Secretary Chen Yu officially took over as General Manager. Both new executives are internal promotions from the shareholder招商系.

Pudong Development Bank Ansheng Fund, East Money, GF Fund Also Experience Management Changes

Pudong Development Bank Ansheng Fund’s new Chief Information Officer was promoted from within. Public records show Huang Junlin’s previous roles include programmer at Dalian Lianchuang United Technology Co., Ltd., engineer at Quanta Computer Inc., IT Infrastructure Specialist at TNT China, and Head of IT at DSV China. He also previously worked at Harvest Fund. He joined Pudong Development Bank Ansheng Fund in October 2020, serving as Assistant General Manager of the IT Department, Deputy General Manager (acting), and General Manager of the IT Department.

Since February 2026, he has served as Chief Information Officer and General Manager of the IT Department. His appointment fills a vacancy that has lasted over two years.

Earlier, on August 11, 2023, Deng Liejun resigned as Deputy General Manager and Chief Information Officer of Pudong Development Bank Ansheng Fund for personal reasons. In the same month, he joined Yinhua Fund and was appointed Chief Information Officer in September, a position he still holds.

East Money Fund’s Assistant General Manager was transferred to the role of Inspector General. Ni Yongbiao previously worked at Deloitte Huayong Certified Public Accountants, Pudong Development Bank Ansheng Fund, Ping An Pension Insurance, and the preparatory team of East Money Fund Management. His roles included auditor, compliance manager, investment risk manager, compliance and audit department head, director of compliance and audit, head of risk management, and assistant general manager.

With his transfer, Sha Fuguo no longer serves as Acting Inspector General, a position he has held for over five months. After his term, he remains General Manager and CFO of the company. The previous Inspector General, Gao Jie, resigned for personal reasons in September last year.

In the investment research sector, there was also a management change. Fu Youxing, Vice General Manager and Co-Chief Investment Officer of GF Fund, resigned due to work reasons. As of the end of last year, he managed two public funds with a total scale of 10.276 billion yuan.

Fu Youxing has been with GF Fund for a long time. His previous roles include Researcher, Assistant Fund Manager, and Secretary of the Investment Committee at Tiantong Fund from February 2002 to March 2006. He joined GF Fund in April 2006, serving as Researcher, Assistant Fund Manager, and other roles, including Deputy General Manager of the Research and Development Department and General Manager. Before his resignation, he held positions such as Deputy General Manager and Senior Managing Director at GF Fund.

In less than two months into the new year, the public fund industry has seen management changes at 18 fund companies, involving over 30 individuals.

Among these, the most frequent are Deputy General Manager changes, involving nine fund management companies. Besides the two mentioned earlier, Chunnou Fund and Caixin Securities Asset Management also appointed new Deputy General Managers. Allianz Fund and Huatai Securities Asset Management saw Deputy General Managers promoted to General Managers. Meanwhile, E Fund and Changsheng Fund experienced Deputy General Manager departures.
