GOBankingRates’ latest research reveals 15 hidden gems that prove affordability and security can coexist, offering average annual living costs ranging from $35,549 to $45,323.

The analysis examined violent crime rates, property crime statistics, housing valuations, and total cost of living across hundreds of American municipalities. Remarkably, Ohio dominates the rankings with seven entries—the highest representation of any single state. These communities boast low crime rates coupled with reasonable mortgage payments and overall living expenses, making them attractive alternatives to high-cost urban centers.
The data reveals a clear pattern: smaller towns and mid-sized cities in the Midwest and select other regions deliver the best combination of affordability and safety. New Philadelphia, Ohio leads the rankings with the lowest total cost of living at $35,549 annually. With a population of 17,563, the community boasts a violent crime rate of just 0.69 per 1,000 residents and property crime at 1.50 per 1,000. Average single-family homes valued at $186,258 translate to roughly $1,101 in monthly mortgage payments.
New Ulm, Minnesota follows closely with $36,361 in annual living costs and an exceptionally low violent crime rate of 0.29 per 1,000—one of the safest in the study. Its 82 livability score reflects strong quality of life metrics.
Parma Heights, Ohio (annual cost: $36,575) and San Elizario, Texas (annual cost: $36,738) complete this ultra-affordable tier. San Elizario impresses with the lowest violent crime rate in the entire top 15 at just 0.10 per 1,000 residents.
Mid Tier: $37K-$42K Annual Cost
Yorktown, Indiana ($37,332 annually), Berea, Ohio ($37,768), and Mount Vernon, Ohio ($37,928) form a middle cluster offering slightly higher costs but still exceptional value. Mount Vernon’s 16,802 residents enjoy a livability score of 75 alongside manageable crime metrics.
