3月4日消息，曾在特朗普政府担任加密货币顾问的 David Bailey 近日表示，美国政府若想推动比特币真正进入国家战略层面，仅表达支持态度远远不够，还需要投入实际政策资源和政治资本。他在纽约举行的比特币投资者周大会上指出，政府若希望强化比特币在全球金融体系中的地位，必须采取更具行动力的措施。
David Bailey 目前担任比特币资金管理公司 KindlyMD 的首席执行官兼董事长。他表示，特朗普政府此前确实迈出了重要一步，包括在2025年签署行政命令提出建立“战略比特币储备”，但相关计划至今进展有限。根据行业数据，美国政府目前持有的比特币主要来自执法机构在打击非法活动时缴获的资产，而真正意义上的国家级主动配置尚未出现。
Bailey 还指出，目前甚至难以确认美国政府比特币储备的准确规模。链上分析公司 Arkham 的统计显示，美国相关地址大约持有37.8万枚比特币，按当前市场价格计算价值超过220亿美元，但这些资产并非通过主动购买形成。
在政策层面，美国政府内部也曾讨论如何在不增加财政赤字或税收负担的情况下建立比特币储备。白宫人工智能与加密事务负责人 David Sacks 曾表示，如果能够通过“预算中性”的方式筹集资金，美国未来仍可能扩大比特币储备规模。
尽管政策推进缓慢，市场对比特币长期发展仍保持关注。一些行业研究人士认为，随着机构采用率提升以及全球金融体系对数字资产的接受度提高，比特币长期价格潜力依然巨大。
不过 Bailey 强调，政治支持本身并不足以推动比特币进入新的发展阶段。他表示，如果政府希望让比特币真正成为国家级资产，就需要更多政策投入和社会参与度提升。“当越来越多选民持有比特币时，政策推动的力量也会随之增强。”他说。
