According to EU High Representative Kaja Kallas, on May 4, the U.S. announcement to withdraw 5,000 American troops from Germany came as a surprise. Kallas emphasized that U.S. military presence in Europe serves both American and European interests, and stated that EU member states must strengthen their role as pillars within NATO and do more to enhance European defense capabilities.
