EU Finds Meta Violated Digital Services Act by Failing to Block Under-13 Users on April 29

The European Commission on April 29 determined that Meta violated the Digital Services Act (DSA) by failing to effectively prevent users under 13 from accessing Instagram and Facebook. Despite Meta’s terms of service stipulating a minimum user age of 13, the company did not implement sufficient measures to enforce this requirement. The Commission stated that Meta’s existing mechanisms failed to block underage user registrations, prevent their service use, or promptly identify and remove accounts of minors who gained access. The company is also accused of not adequately fulfilling its obligations to identify, assess, and mitigate risks to minors.
