Previously, the Senate narrowly voted 51 to 49 in favor of a procedural vote aimed at advancing this bill late at night on the 28th. Senate Democrats employed a significant delaying tactic, forcing the clerk to spend about 10 to 15 hours reading the entire bill aloud in the Senate chamber, starting at 11:08 PM Eastern Time on the 28th. It is reported that after the reading is completed, the bill will be debated, with Britt predicting that the debate will begin after 3 PM Eastern Time on the 29th.
