How can this be happening?

Gold and silver are falling because the expectation was already for a war to break out, and it has already happened. Expectations are bought, realities are sold. As long as the issues don't escalate to an atomic bomb or a world war, the decline will deepen a bit more. However, the world is not in a good state, so gold and silver won't hurt in the long run.
