List of 21 Domestic Systemically Important Banks Announced

The People’s Bank of China announced on February 13 that in order to build a comprehensive macroprudential management system and strengthen the regulation of systemically important financial institutions, the People’s Bank of China and the China Banking and Insurance Regulatory Commission recently conducted an assessment of China’s systemically important banks for 2025. Twenty-one domestic systemically important banks were identified, including six state-owned commercial banks, ten joint-stock commercial banks, and five city commercial banks.

The banks are divided into five groups based on their systemic importance scores from low to high: the first group includes 11 banks—China Minsheng Bank, China Everbright Bank, Ping An Bank, Huaxia Bank, Ningbo Bank, Jiangsu Bank, Bank of Beijing, Bank of Nanjing, Guangfa Bank, Zheshang Bank, and Shanghai Bank; the second group includes four banks—Industrial Bank, China CITIC Bank, Shanghai Pudong Development Bank, and Postal Savings Bank of China; the third group includes two banks—Bank of Communications and China Merchants Bank; the fourth group includes four banks—Industrial and Commercial Bank of China, Bank of China, China Construction Bank, and Agricultural Bank of China; the fifth group currently has no banks.

A review by the reporter found that compared to the list of domestic systemically important banks released in 2023, Zheshang Bank has been newly added this time.

The People’s Bank of China and the China Banking and Insurance Regulatory Commission stated that moving forward, they will implement the requirements of the “Regulations on Additional Supervision of Systemically Important Banks (Trial)” to leverage the combined efforts of macroprudential management and microprudential regulation, continuously strengthen the additional supervision of systemically important banks, promote their safe and sound operation and healthy development, and better serve the high-quality development of the real economy.
