Aside from the preface and conclusion, the white paper is divided into five sections: Hong Kong’s never-ending struggle to safeguard national security; the central government’s fundamental responsibility for national security affairs related to Hong Kong; the Hong Kong Special Administrative Region’s earnest fulfillment of its constitutional duty to maintain national security; Hong Kong’s transition from chaos to governance and from governance to prosperity; and safeguarding the high-quality development of the “One Country, Two Systems” cause with a high level of security.
