The State Council Information Office released the white paper titled “Practices of Hong Kong Safeguarding National Security under ‘One Country, Two Systems’” on the 10th. Aside from the preface and conclusion, the white paper is divided into five sections: Hong Kong’s never-ending struggle to safeguard national security; the central government’s fundamental responsibility for national security affairs related to Hong Kong; the Hong Kong Special Administrative Region’s earnest fulfillment of its constitutional duty to maintain national security; Hong Kong’s transition from chaos to governance and from governance to prosperity; and safeguarding the high-quality development of the “One Country, Two Systems” cause with a high level of security. The white paper emphasizes that with a high level of security, Hong Kong will surely overcome risks and challenges on its path forward and remain as steady as a rock in a turbulent world; with a high level of security, Hong Kong can proactively adapt to changes, widely gather social consensus, and create new opportunities for development through reform, achieving long-term stability and prosperity; with a high level of security, Hong Kong can fully leverage the advantages of the “One Country, Two Systems” system, better integrate into and serve the overall development of the country, and create new brilliance and make new contributions in the comprehensive promotion of Chinese-style modernization, the building of a strong nation, and the great rejuvenation of the Chinese nation.
