The Air Force didn't take profit, and now the profit is higher than the cost, with 0.4 still not being a low point. Leaving early would have meant earning much less. At least, they should wait until 0.2 to exit. The cost is just to wash out those Air Force members who don't have enough bullets or are unstable in their mindset.
