香港2026年实施新规：加密资产纳入银行资本金监管

【区块律动】香港金管局日前宣布重要举措，将从明年1月1日开始在港全面推行新的银行资本金管理规定。这套新规的核心是对标国际巴塞尔银行监管委员会制定的加密资产监管标准。

那新规具体管什么呢？巴塞尔委员会对加密资产的界定相当全面——不仅限于传统认知的比特币、以太坊这类纯加密资产，现在RWA（实际资产代币化）、稳定币这些也被纳入监管范围。简单说，只要是利用密码学和分布式账本技术（或类似技术）发行的私有数字资产，只要能用来支付、投资或换取商品服务，就都属于这个定义。

这意味着香港的银行机构在资本金配置上需要更新思路，对加密资产敞口的处理会有新的标准。对整个亚洲加密市场来说，这也是个重要的政策信号。

Hong Kong's recent moves mean that stablecoins and RWA will also be regulated, and banks will have to recalculate their accounts. It takes effect next year, and now the Hong Kong dollar system will start to adapt to the crypto rhythm. Once Basel took action, Asia followed suit, it seems our standardization process is really underway. Bank capital reserves need to be reallocated, which is a test for exchanges and project teams. Wait, are stablecoins also considered crypto assets? What should Tether do in Hong Kong? Hong Kong is taking the lead, and there's a high chance that other places will follow suit. Compliance is the way to go. It feels like regulation is getting stricter, but is this really good for ecosystem development?

Stablecoins and RWA are also being put into a cage. Hong Kong is heading towards the mainstream financial sector, which probably increases costs for banks.
